MINUTES OF MEETING
Present:
Councillors: Bob McCann (Chairman), Colin Appleton, Derek Baxter, Sandra Baxter, Maria Bennett, Dawn Brodie, David Dutton, Dave Irving, Yvonne Irving, Susan McCann, Bernie Prescott, Joe Riley, Mike Weild and Paul Wiencke

69.0 Apologies for Absence
There were apologies received from Cllr Richards.
70.0 Members Declaration of Interest
Cllr Baxter declared an interest in agenda item 7.6 (minute 75.6).
71.0 Public Forum
The meeting was adjourned for this item.
A resident complained about the gates erected on St Luke’s Church Road and the shrubbery planted which has the effect of narrowing the road. There is nowhere for the public to walk other than on the road itself. The resident argued that that the gates have the psychological effect of making the road appear to be a private road, with no right of way. There is a small area at the side of the gates for people to walk through. The resident asked if the Parish Council would co-ordinate with the Ramblers Association and take action to resolve the rights of way issue.
The resident was advised that the Parish Council had submitted an Application for a Modification to the Definitive Map for Rights of Way in August 2017. Subsequently an application was made to the Planning Inspectorate who have issued a Decision Notice on Sefton Council to determine the application no later than 12 months from the date of the notice (14 October 2019). There are several rights of way in the Ravenmeols Hills area claimed in this application and the resident was advised that as part of this process many individuals, groups and organisations had been involved and that if she had specific questions or information to email this to the Clerk.
The meeting was reconvened.
72.0 Minutes of the Previous Meeting
It was resolved that the minutes of the meeting held on 5 November 2019 were approved as a correct record and signed by the Chairman subject to the following amendment:
Minute 64.1 Cllr Appleton’s name to be added to the Working Group for the VE Day Celebrations.
73.0 Matters of Report from Previous Meeting
There were no matters of report.
74.0 Planning Applications
Members discussed the planning applications on Sefton’s weekly list and noted the following:
74.1 Romsey Avenue DC/2019/02117 planning application for an infill site was noted. Members agreed that the applicant must provide additional information to show how this would meet the planning policies in the Neighbourhood Plan.
75.0 To discuss and approve the following:
75.1 To approve up to £2,500 to pay for a 4th replacement tree in the Village and to cover the cost of providing larger tree pits and larger trees to be planted, subject to contributions from the Wards (Environment minutes refer)
It was resolved to approve the budget of £2,500 for a 4th tree and to fund larger tree pits and larger trees for all 4 tree locations in the village centre, subject to contributions from the Wards.
75.2 To approve the purchase of a large slide for Smithy Green playpark at a cost of £7,361 +VAT
It was resolved to approve the cost of £7,361 + vat for a large slide to include installation with safer surfacing to conform to critical fall height.
75.3 To approve the purchase of 2 3-tier planters for the front of the Library
It was resolved to approve the purchase of 2 3-tier planters for the front of the Library at a cost of £523 + VAT and delivery per planter, plus the cost of installation and filling with compost.
75.4 To discuss the two options presented by Sefton Rights of Way Officer and to agree which of those options the Parish Council would like Sefton to follow in pursuing the Application for the Rights of Way on the Ravenmeols Hills Area. The Environment Group minutes refer and include a recommendation to follow the application process.
It was resolved to follow the application process for all the ways claimed, as detailed by the Rights of Way Officer and published in the Environment Group minutes dated 18 November 2019.
75.5 To approve for the Chain of Office to be cleaned, repaired and re-valued.

75.6 To approve a donation to the Formby Library Bee Keeping project. The Finance Group minutes refer and include a recommendation for £500 to be donated.
It was resolved to approve a donation of £500 for the Formby Library Bee Keeping project.
76.0 Payments
- Internal Audit – £60.00
- Employment expenses – £1563.43
- Phone and broadband – £58.80
- Office lease – £250.00
Total £1,872.23
It was resolved to make the payments as listed above.
