MINUTES OF MEETING

Present: Councillors: Bob McCann (Chairman), Colin Appleton, Derek Baxter, Sandra Baxter, David Dutton, David Irving, Yvonne Irving, Susan McCann, Carol Richards, Mike Weild and Paul Wiencke.

In Attendance: Claire Jenkins (Clerk) and 1 member of public.

106.0 Apologies for Absence

Apologies were received from Cllrs Bennett, Brodie, Prescott, and Riley.

107.0 Members Declaration of Interest

Cllr Richards declared an interest in item 113.4.

108.0 Public Forum

The meeting was adjourned for this item.

There were no members of public wishing to address the Council.

The meeting was reconvened.

109.0 Minutes of the Previous Meeting

109.1 Minutes of the Ordinary Meeting held on 1 February 2022

Cllr Appleton commented that the minutes relating to the discussion for item 99.1 was disproportionate and over stressed the comments made by Cllr Riley. The Chairman responded that at the meeting, Cllr Riley had asked for his comments to be recorded in the minutes and therefore the Chairman’s response was also recorded for clarity.

It was resolved that the minutes of the meeting held on 1 February 2022 were approved as a correct record and signed by the Chairman.

110.0 Matters of Report from Previous Meeting

There were no matters of report.

111.0 Chairman’s Report

The Chairman advised that there was no report this month.

112.0 Planning Applications

112.1 Barclays Bank application submitted for bar and café.

112.2 Paddle court application resubmitted. Members noted that objections had been made to the previous application. It was noted that the structure has changed but not the location, which is near to a block of flats, and it is envisaged that this will be noisy with no sound insulation. It was agreed to submit a further objection.

112.3 Cllr D. Irving reported that residents on Queens Road, near the new housing development are experiencing recuring flooding since these houses have been constructed. It was agreed to discuss the residents’ concerns with the Planning Department.

112.4 Cllr Baxter reported that a demolition had taken place on a site, not in Formby, but contamination waste from that site might have been dumped on the land behind the football club and he is asking for the HSE to disclose information.

112.5 Cllr Y Irving reported that in preparation for the planned development at Altcar Lane/ Hoggs Hill Lane, the hedgerow has been removed. Concern was expressed at the amount of hedgerow lost to development in the past few years and the consequent environmental and biodiversity loss.

112.6 Cllr Richards reported that since the site at Andrews Lane has been developed, traffic has increased considerably, and cars are speeding. It was further noted that at the time of the planning application, Cllr Baxter had advised Sefton Planning about traffic concerns and visibility issues and asked for traffic calming measures to be installed. However, this was not implemented because of the school bus route and the difficulty this would create for the bus. It was agreed to write to Highways and ask for this to be reviewed.

113.0 To discuss and approve the following:

113.1 To approve a contribution for a lighting column on the right of way from Buckfast Drive to Altcar Road at an estimated net cost of £2,000.

It was resolved to approve the contribution for the lighting column at an estimated net cost of £2,000.

113.2 To approve a contribution for 4 moveable bollards to be installed on Chapel Lane near Costa Coffee to stop vehicles parking on the pavement at an estimated net cost of £1,800.

Cllrs questioned the quality of the proposed bollards. There was a view expressed that we may need to spend more money to obtain better quality to ensure they were in keeping with the quality of the other street furniture.

It was resolved to approve the cost of £1,800 for the 4 moveable bollards, subject to clarifying and approving the specification of the proposed bollards with Sefton Highways.

113.3 To approve the engagement of planning consultants to advise and respond on behalf of the Parish Council to the final submission for the Brackenway development.

It was resolved to approve the engagement of planning consultants.

113.4 To approve a grant of £1,000 for the Formby Luncheon Club to create a rose garden, with benches and sundial, in memory of Jean Jones’ many years of service.

It was resolved to approve a grant of £1,000 for the Formby Luncheon Club rose garden.

114.0 Payments

Total – £9,301.61

It was resolved to make the payments as listed above.
