Councillors: Bob McCann (Chairman), Derek Baxter, Sandra Baxter, Maria Bennett, Dawn Brodie, David Dutton, Dave Irving, Yvonne Irving, Susan McCann, Carol Richards, Joe Riley, Mike Weild and Paul Wiencke.

48.0 Apologies for Absence

There were apologies received from Cllrs Appleton and Prescott.

49.0 Members Declaration of Interest

There were no Declarations of Interest.

50.0 Public Forum

The meeting was adjourned for this item.

50.1 A couple of residents reported on flooding issues and showed photographs of their garden flooded to approximately shin height. It was reported that a drainage ditch nearby used to be maintained by Sefton Council until about 2014. The ditch is now the responsibility of riparian owners. The problem of flooding first occurred in 2015 and SMBC wrote to the riparian owners who did some clearance of the ditch, but the problem is reoccurring. A neighbour built an extension and the problem is now considerably worse. It was agreed that Cllr Bennett would liaise with SMBC and Cllr McCann would discuss the matter with the Formby Flood Group.

The meeting was reconvened.

51.0 Minutes of the Previous Meeting

It was resolved that the minutes of the meeting held on 3 September 2019 were approved as a correct record and signed by the Chairman.

52.0 Matters of Report from Previous Meeting 

52.1 Minute 40.1 Cllr Y. Irving contacted the National Trust who have agreed to liaise with the resident who reported the access problems. It was noted that clearance of the boardwalk is done every few weeks by volunteers and there are longer term plans to create a visitor centre and renew the path to the beach. It was agreed to formally write to the National Trust and express the Parish Council’s concerns that disabled people are being disadvantaged as access to the beach is limited. Also, to make them aware that more frequent clearance of the path was undertaken by the rangers when this was under Sefton Council ownership.

53.0 Planning Applications

Members discussed the planning applications on Sefton’s weekly list and noted the following:

53.1  32 Brows Lane – Shop frontage not in keeping with the character of the village.

53.2  The Fracking application is not yet listed on the planning committee agenda in Preston.

54.0 To discuss and approve the following:

54.1 To review the resolution made by the Parish Council 6 September 2016 “It was resolved that the Formby Parish Council will adopt a stance regarding resisting fracking in Formby and that a policy will be drawn up for inclusion in the Neighbourhood Plan” and to amend as appropriate.

It was noted that the Independent Examiner appointed under government regulations deleted the anti-fracking policy from the Neighbourhood Plan and members agreed to amend the resolution as follows:

It was resolved that the Parish Council believes that fracking would have a disastrous consequence to our local ecology and economy and therefore would not support and would actively oppose fracking in and around Formby.

Cllrs voting preferences were recorded:

Cllrs B McCann, Bennett, S Baxter, D Baxter, Weild, Y Irving, Wiencke, Brodie, D Irving, Riley, Richards and S McCann voted in favour.

Cllr Dutton voted against.

54.2 To approve a contribution of £258.17 towards two signposts directing traffic from the beach area to the village shops; the Harington and Ravenmeols Ward Cllrs to fund equal shares from their budgets.

It was resolved to approve the contribution of £258.17 towards two signposts.

54.3 To discuss suggestions for celebrating VE day on the 8 May 2020 bank holiday and to agree a budget.

It was agreed to discuss this at the Business Forum and to liaise with the Civic Society, Formby Little Theatre and schools.

54.4 Pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 It is resolved that because of the confidential nature of the business to be transacted, the press and public leave the meeting for this item: To discuss and approve one of the quotes received for the new website as the information is commercially sensitive.

It was agreed to progress with the website design.

54.5 To approve expenditure to register a .gov domain name for the parish council website.

It was resolved to approve the expenditure to register a .gov domain name.
