MINUTES OF MEETING

This meeting was held online due to the covid-19 pandemic

Present: Councillors: Bob McCann (Chairman), Colin Appleton, Derek Baxter, Sandra Baxter, Maria Bennett, Dawn Brodie, David Dutton (item 108), Dave Irving, Yvonne Irving, Susan McCann, Bernie Prescott (item 106.2), Carol Richards, Joe Riley, Mike Weild and Paul Wiencke.

In Attendance: Claire Jenkins (Clerk), Jill Hendry (Administrative Assistant) and 3 members of public.

103.0 Apologies for Absence

There were no apologies.

104.0 Members Declaration of Interest

Cllr Richards declared an interest in item 107.

105.0 Public Forum

The meeting was adjourned for this item.

There were no members of the public wishing to address the council.

106.0 Minutes of the Previous Meeting

106.1 Minutes of the Ordinary Meeting held on 2 February 2021

It was resolved that the minutes of the meeting held on 2 February 2021 were approved as a correct record. As the meeting was held online, the Clerk will arrange for the minutes to be signed.

106.2 Minutes of the Extra-Ordinary Meeting held on 23 February 2021

It was resolved that the minutes of the meeting held on 23 February 2021 were approved as a correct record. As the meeting was held online, the Clerk will arrange for the minutes to be signed.

107.0 Matters of Report from Previous Meeting

107.1 Cllr B McCann reported that the Parish Council has received some emails regarding the Rights of Way application for the St Luke’s Church Road area and that there is misinformation appearing on social media. A factual report on the process and status of the application has been prepared, answering questions that have been raised by residents. The report has been sent to residents who have contacted the Council.

108.0 Planning Applications

Members discussed the planning applications on Sefton’s weekly list and noted the following:

108.1 12 Kew Road, application for an extension approved July 2020. After building work commenced a resident objected and submitted a complaint to Sefton Council. The complaint was upheld and the works were stopped. The planning application has been re-submitted. Cllr D Irving has submitted an objection and it was noted that residents have submitted a petition against the development.

108.2 9 Cummings Avenue – plans have been resubmitted. It was noted that the revised plans don’t show a reduction in density. The objection will be followed up.

108.3 Construction Waste Disposal site by Formby Football Club. Members noted that the planning application submitted for retrospective and temporary use for a further 12 months was incomplete. Environmental Health and the Environment Agency visited the site in February. As a result of the visit, the Environment Agency found the activity not compliant with the conditions of the waste exemptions and a stop and clear letter was issued requesting the company to stop operations and clear waste from the site.

Further information from the Environment Agency advises that the stop and clear letter sent on 12th February 2021 detailed the operator must stop operating with immediate effect, not import any further waste and remove the waste by 9th March 2021. The Environment Agency advise that “if there are any immediate concerns we would urge you or the person who observed the incident to call at the time to the Environment Agency Incident Hotline on 0800 80 70 60”. Members voiced their concern that this situation has been ongoing since first reported to Sefton Planning in April 2020 and that this construction waste recycling is taking place on designated green belt land. It was discussed that a further complaint should be sent to Sefton Council regarding lack of action to stop this unregulated activity despoiling the green belt. The Clerk advised that the Parish Council has already submitted a formal complaint followed by a level 2 complaint and that they were not upheld by Sefton Council. The Clerk will look at the next stage in the complaint procedure.

109.0 To discuss and approve the following:

109.1 To approve a quote for £1200 to remove the old lights from 6 trees – Environment minutes refer.

It was resolved to approve the quote for £1200 to remove the old lights from 6 trees in the Village.

109.2 To consider whether to write to Merseyrail requesting them to upgrade the station car parks at Formby – draft enclosed.

Members discussed the car parking issues around Formby Station, particularly Formby Street and the disrepair of the car parks.

It was resolved to send a letter to Merseyrail requesting them to upgrade the station car parks and provide more parking spaces.

110.0 Payments

  • Employer expenses – £1904.20
  • Office lease, Sefton MBC – £250.00
  • Office phone and broadband, BT – £56.39
  • Contract grounds maintenance, Sefton MBC – £4410.00
  • Christmas Lights Display, Sefton MBC – £5179.37
  • Street Lighting fees for Christmas Lights, Sefton MBC – £600.00
  • Memorial Bench, Sefton MBC – £1688.00

Total – £14087.96

It was resolved to make the payments as listed above.
