MINUTES OF MEETING

This meeting was held online due to the covid-19 pandemic

Present:

Councillors: Bob McCann (Chairman), Colin Appleton, Derek Baxter (from item 53.1), Maria Bennett, Dawn Brodie (from item 53.1), David Dutton, Dave Irving, Yvonne Irving, Susan McCann, Bernie Prescott, Carol Richards, Joe Riley and Mike Weild.

In Attendance: Claire Jenkins (Clerk) and Jill Hendry (Administrative Assistant) and 0 members of public.

47.0 Apologies for Absence

There were apologies received from Cllrs S. Baxter and Wiencke.

48.0 Members Declaration of Interest

Cllrs D Irving and Y Irving declared an interest in item 53.3.

49.0 Public Forum

The meeting was adjourned for this item.

There were no members of the public at the meeting.

The meeting was reconvened.

50.0 Minutes of the Previous Meeting

It was resolved that the minutes of the meeting held on 1 September 2020 were approved as a correct record. As the meeting was held online, the Clerk will arrange for the minutes to be signed.

51.0 Matters of Report from Previous Meeting

Residents have forwarded more photographs of the site being used without planning consent on the land owned by Formby Football Club. Members noted that the amount of spoil soil is huge. An enforcement notice was served by Sefton Council on 17 September 2020. The notice takes effect on 20 October 2020 unless an appeal is made against the notice. If there is no appeal submitted, then the developer/site owner have 1 month in which to comply with the terms of the enforcement notice.

52.0 Planning Applications

Members discussed the planning applications on Sefton’s weekly list and noted the following:

52.1 Firwood Hall, 10 Alexandra Road – 48 trees to be removed from the property. Members agreed to review the tree report and voiced their objections to the number of mature trees to be felled.

52.2 2 Victoria Road – plans submitted to change of use from a shop to residential with access from the back of the property.

52.3 Car Care, 97 Liverpool Road – change of use from a car parts shop to a hot food/takeaway shop.

53.0 To discuss and approve the following:

53.1 To consider a request from the Christmas Lights Committee to fund a Christmas Tree for the village.

Members discussed the quotes for the supply, installation, decoration and dismantle of a 20ft Norway Spruce Christmas Tree. Members also discussed the need for a fence to enclose the tree and it was agreed to obtain quotes to purchase a picket fence.

It was resolved to approve the quote from Illumidex for 19-20ft Norway Spruce Christmas Tree with lights for £1,400.

53.2 To note the purchase of a laptop at a cost of £358 plus vat – Finance minutes refer.

Members noted the purchase of the laptop.

53.3 To consider the community fund request from the Formby Civic Society for funding of a Blue Plaque for Percy French at an estimated cost of £628 – Finance minutes refer.

Members discussed the community fund request, Percy French is well known in the arts world, although he didn’t live here, he visited Formby frequently and died here. Percy French is buried in St. Luke’s Church graveyard. The erection of the Blue Plaque could help with the creation of a heritage trail and would be a tourist attraction. Members noted that the Civic Society would pay for the plaque to be installed.

It was resolved to approve the community fund request for funding of a Blue Plaque for Percy French.

53.4 To consider the request from the Formby Rotary Club for them to fund a new 3 tier planter for the village at approximately £500 plus installation with an annual nominal sum for on-going planting and maintenance costs, which would be organised by and included in the Parish Council contract.

It was resolved to approve the request from the Formby Rotary Club for the new 3 tier planter to be funded by them and included in the Parish Council contract.

54.0 Payments

  8. Anti virus for office computers, bitdefender – £34.99
  9. Lawn feed, Memorial garden, Amazon – £34.48

Total £2,359.26

It was resolved to make the payments as listed above.

55.0 The following reports were noted (circulated with Agenda)

  • There was no Chairman’s report

56.0 To resolve that pursuant to section 1(2) of the Public Bodies (Admission to meetings) Act 1960, because of the confidential nature to the business to be transacted, the press and public leave the meeting during consideration of the new national pay scales for 2020/21.

Members noted the National Joint Council pay scales for 2020/21 to be implemented from 1 April 2020.

57.0 Date of Next Meeting:

The next Ordinary Meeting of Formby Parish Council will be held on Tuesday 3 November 2020, 7pm, online. The meeting will be held virtually via Zoom. Log in details can be found on the agenda, which will be published on the website www.formby-pc.gov.uk
