80.0 Apologies for Absence
There were apologies received from Cllr D. Irving.
81.0 Members Declaration of Interest
Cllr Richards declared a pecuniary interest in minute 84.0 and left the room. Cllr McCann declared an interest in minute 85.0 and 86.4 and took no part in the discussions.
82.0 Public Forum
The meeting was adjourned for this item.
A resident commented on how pleasing it is that the Neighbourhood Plan is being taken into account in determining planning applications.
The meeting was reconvened.
83.0 Minutes of the Previous Meeting
It was resolved that the minutes of the meeting held on 3 December 2019 were approved as a correct record and signed by the Chairman.
84.0 Matters of Report from Previous Meeting
Cllr Prescott reported on information provided to Formby Parish Council by a resident who attended the last meeting and spoke to Council about the application for Rights of Way in the Ravenmeols Hills area. It was noted that information provided included a case quoted as a landmark judgement on access to rights of way and comparisons may be drawn with the outstanding application.
85.0 Planning Applications
Members discussed the planning applications on Sefton’s weekly list and noted the following:
85.1 12 Kew Road DC/2019/02270 application for 2 storey extensions to the front and side and a single storey extension to the other side and erection of a new dwelling house in the garden of the existing property.
85.2 Liverpool Road applications for conditions include (1) access to the site (2) Highways drainage (3) application for the area behind Sports Direct concerns mitigation measures to get rid of as much contamination as possible and putting a cap on it. (4) Toucan crossing.
86.0 To discuss and approve the following:
86.1 To approve the budget for 2020/21 – Finance minutes refer. Members discussed the budget proposals
It was resolved to approve the budget for 2020/21
86.2 To determine the precept for 2020/21 – Finance minutes refer. Members considered the precept requirement in relation to the approved budget.
It was resolved to approve the precept at £9.96 per band D property or equivalent which represents no increase on the current year precept.
86.3 To approve for Sefton Highways to undertake the design work to look at the feasibility of upgrading the refuge crossing on Southport Road to a zebra crossing – Finance minutes refer
It was resolved to approve the initial feasibility study at a cost of £214 and detailed design estimated fee of £1108.
86.4 To approve the design and printing of a heritage trial leaflet – Finance minutes refer. Members discussed the leaflet and agreed that the business community should be supported, however it was hoped that cheaper options for printing costs would be found.
It was resolved to approve the heritage trail leaflet at an estimated cost of £804.
86.5 To note the Pride of Formby awards evening will be held on Friday 27 March and that this will be advertised in the local media to advise residents that applications are open.
Cllrs noted the date. A press release will be submitted to local media. Cllr Riley and Cllr Bennett voiced objections to paying for an advert in the paper and hoped that the local press would support the event by publishing the press release, without the need to pay for an advert.
86.6 To note the additional work in the Library grounds at a cost of £385 – Finance minutes refer.
Cllrs noted the additional work required in the Library grounds, which is an extension of the existing contract and within the budget set.

- Website work – £575.00
- Smithy Green Play Park – £9,921.00
- Postage – £18.77
- Beekeeping Project – £500.00
It was resolved to make the payments as listed above.
