MINUTES OF THE MEETING

17 June 2024

Present: Maria Bennett (Chairman), Derek Baxter, Sandra Baxter, Dawn Brodie, Luke Brodie, Jill Butler, Karen Cavanagh, Dave Irving, Yvonne Irving, and Mike Weild.

In Attendance: Claire Jenkins (Clerk) and 2 members of the public.

17.0 Apologies for Absence

There were apologies received from Cllrs Duerdon, Mercer and Richards.

18.0 Members Declaration of Interest

18.1 Cllrs Bennett, D Brodie and L Brodie declared an interest in 24.1.

19.0 Public Forum

The meeting was adjourned for this item.

2 members of the public addressed the Council regarding trees on Edenhurst Drive, which had been planted to replace those lost during the storms of October 2021. It was reported that some of the trees have died, and they asked if there any plans to replace them and whether there could be any further landscaping of the green spaces. Cllr Irving responded that the land belongs to Taylor Wimpey, who thought they could sell the land but there was an existing agreement with Sefton Council that the land had to be kept as public open space. It was agreed to find out who is responsible for maintaining the area and enquiries will be made as to whether the trees are still under warranty.

The meeting was reconvened.

20.0 Minutes of the Previous Meeting

It was resolved that the minutes of the Annual meeting held on 13 May 2024 were approved as a correct record and signed by the Chairman.

21.0 Matters of Report from Previous Meeting

There were no matters of report.

23.0 Planning Applications

Members noted the following planning applications:

23.1 Alexander Road – application to fell trees.

23.2 Liverpool Road – site of the former Royal Public house – the original application was for 10 houses and 4 flats, this has been amended to include an extra 3 houses instead of the flats.

23.3 25 Brows Lane – declined to determine.

23.4 103 Gores Lane – additional house to be built in garden.

23.5 Wicks Crescent – additional house to be built in garden.

23.6 North Moss Lane – refused solar farm.

23.7 Mayfield Avenue – application to fell trees.

23.8 Padel Court – complaint submitted.

24.0 To discuss and approve the following.

24.1 To approve the grant application for £1,500 for the children’s cooking activity at Formby Festival.

The Chairman for this item was Cllr D Irving.

Members discussed the application and agreed that it was a valued community event, but one member expressed concerns that two members of the Parish Council were Directors of the CIC, (who had declared an interest and left the meeting room for this item). The application and accompanying letter advise that this is a not for profit and registered Community Interest Company (CIC). The letter further states that the festival demands extensive organisation and fundraising efforts to meet its financial needs, all of which are carried out by volunteers. They depend on the support of traders, sponsors, and donors to finance this event, which now costs approximately £84,000 to host—a 30% increase from 2019. Last year, ticket sales were affected by torrential rains and high winds on Friday night and throughout the day on Saturday. Cllrs noted that the most recent accounts Year ending 2022 were available to view online. The children’s cooking activity is a free event for 500 children. Families pay an entrance fee to gain access to the festival, (a family ticket reduces the cost to £6 per child on Saturday, or £2 per child on Sunday). Members noted that the total cost to host this event at the Formby Festival 2024 is approximately £5,250, which includes expenses such as marquee rental, professional chefs, chef assistants, disposable utensils, tableware, cleaning supplies, hand sanitiser, and chefs’ aprons (which the children get to take home). Additionally, funds are allocated for fuel expenses and procuring food items. The festival incurs a cost of £10.50 per child to provide this complimentary activity, and they are asking the Parish Council to support this with a grant of £1,500 toward the expenses.

It was resolved to approve the community fund grant application of £1,500 for the children’s cooking activity, on the proviso that we receive the full accounts and assurance that the directors do not receive any salary or commission from the proceeds of the event.

24.2 To approve the Draft Heads of Terms for the renewal of the office lease.

24.3 To note that the casual vacancies for Harington and Ravenmeols Wards have been advertised.

Members noted the advertisement of the casual vacancies.

24.4 To approve expenditure for the Pride of Formby event on Friday 4 October 2024

It was resolved to agree a budget of up to £2,500 for the Pride of Formby event.

24.5 To discuss and approve the quotes for the sign for the Platinum Jubilee Park

It was resolved to approve the quote received from ADMCreative to supply and install the sign for the Platinum Jubilee Park.

24.6 To approve expenditure for the Christmas lights Switch on Event on Thursday 21 November 2024.

It was resolved to approve the expenditure for the Christmas Lights Switch on Event.

24.7 To approve expenditure for the refurbishment and relocation of the Viking Sculpture.

It was resolved to approve the budget of £1,800 and to add a contingency of £500, for the refurbishment and relocation of the Viking Sculpture.

25.0 Payments
