MINUTES OF MEETING
2 November 2021
Present: Councillors: Bob McCann (Chairman), Colin Appleton, Derek Baxter, Sandra Baxter, Maria Bennett, Dawn Brodie, David Dutton, Susan McCann, Bernie Prescott, Carol Richards, Joe Riley and Paul Wiencke.
In Attendance: Claire Jenkins (Clerk) and 0 members of public
63.0 Apologies for Absence
It was resolved to approve apologies for absence from Cllrs D Irving and Y Irving for covid related reasons.
Apologies were also received from Cllr Weild.
64.0 Members Declaration of Interest
There were no declarations of interest.
65.0 Public Forum
The meeting was adjourned for this item.
There were no members of the public in attendance.

66.0 Minutes of the Previous Meeting
66.1 Minutes of the Ordinary Meeting held on 5 October 2021
It was resolved that the minutes of the meeting held on 5 October 2021 were approved as a correct record and signed by the Chairman.
67.0 Matters of Report from Previous Meeting
67.1 Update on the proposed Lonsdale Road project.
The Clerk reported that the Estates Manager at Sefton MBC had been made aware of the difficulties expressed by the sports club with the short-term lease and that Sefton will consider a longer-term lease to give greater security of tenure to enable the sports club to develop their sports facilities. However, if it remains unutilised, then the Council would consider terminating the current agreement, to bring the land back into beneficial use. The Clerk has made the sports club aware of this development.
The grant of a Lease to the Parish Council is subject to contract and formal Council approval. It was agreed to write to the local Ward Cllrs and inform them of our proposals, prior to submitting the final scheme.
68.0 Chairman’s Report
68.1 It was noted that the land adjacent to Formby Football Club has not been returned to its former condition. Further enquiries will be made with Sefton Council.
68.2 The Christmas Lights Switch-On Event will be held on Thursday 25th November. It was noted that choirs from local schools and organisations will be performing including:
Range High School, Our Lady of Compassion, and the Formby School of Dance and Performing Arts. The Rotary Club will be attending with Father Christmas. The Chairman was joined by members in expressing recognition and thanks to Cllr Bennett for all her hard work organising the event.
69.0 Planning Applications
69.1 It was noted that the old Ambulance Station has now been demolished and 3 houses are in the process of being built.
69.2 A property on Old Town Lane have been advised to apply for planning permission for the outbuildings, which appeared during lockdown.
69.3 The piling at Liverpool Road development site has now stopped due to migratory birds. It was noted that there are significant vibrations to properties around Alt Road and it’s not known what building works are causing this.
70.0 To discuss and approve the following:
70.1 To approve expenditure for approximately £1,000 plus vat for a bench for Harington Road (Finance minute ref 7.6 refers)
It was resolved to approve the expenditure of approximately £1,000 plus vat for the bench together with a plaque to read “donated by Formby Parish Council”.
71.0 Payments

It was resolved to make the payments as listed above.
