MINUTES OF THE MEETING

16 March 2026

Present: Maria Bennett (Chairman), Colin Appleton, Karen Cavanagh, Dave Irving, Yvonne Irving, Leo Kolassa, Joe Riley and Paul Wiencke

In Attendance: Claire Jenkins (Clerk) and 0 member of the public.

94.0 Apologies for Absence

94.1 There were apologies received from Cllrs D Baxter, S Baxter, D Brodie, L Brodie, J Butler, D Dutton and M Wield.

95.0 Members Declaration of Interest

95.1 There were no declarations of interest

96.0 Public Forum

The meeting was adjourned for this item.

97.0 Minutes of the Previous Meeting

97.1 Minutes of the Ordinary meeting held on 16 February 2026

It was resolved that the minutes of the meeting held on 16 February 2026 were approved as a correct record and signed by the Chairman.

98.0 Matters of Report from Previous Meeting

98.1 Minute 90.4 funding for purchase and installation of new play equipment at Duke Street Park and the noticeboard acknowledging the Parish Council contribution.

The Chairman reported that further information had been requested from the Sefton officer coordinating this, and the item would be deferred.

98.2 Minute 89.4 Cllr Irving reported that a further request had been made to Sefton Council as the response had not been received by 18 February as previously advised. It was noted that an online search had been done revealing the Infrastructure Funding Statement for 2024/2025, however this does not provide Formby specific information which is what has been requested.

99.0 Chairman’s Report

99.1 The Chairman raised the reports of anti-social behaviour incidents occurring recently and asked the Clerk to invite the police to attend a meeting to brief Cllrs on action being taken to combat this.

100.0 Planning Applications

100.1 Brackenway Site Condition 34 application withdrawn. It was noted that this application was to approve details required by condition 34 – it does not cancel the condition. The developer still must get the remediation strategy approved, along with other conditions pertaining to the development. Cllr Wiencke said that he had reported to the Environment Agency that a ditch has been filled in by the developer.

101.0 To Discuss and Resolve the following.

101.1 To approve a community fund application for £672 to purchase playing cards for the visually impaired for the Formby Bridge Club.

Members discussed the application and noted that the sum was to provide the cards for a two-year period. At present there is only one registered blind member of the bridge club at present, though there are other members who are visually impaired and they hope that once they have the new cards that there will be an increase in membership. It was agreed to fund the cards for one year and advise the club that they can make another application in 12 months’ time.

It was resolved to approve the community fund application for £336 to purchase cards for the visually impaired for the Formby Bridge Club.

101.2 To discuss a quote to replant the tree outside Waterfield’s and provide additional soil and bark chippings.

The quote has not been received. Members agreed that the work needs to be done as soon as possible and agreed to delegate this to the Environment Group meeting.

It was resolved to delegate the decision to approve the quote to the Environment Group.

102.0 Payments

  7. Grant for LED Lighting, Formby Cricket, Hockey and Squash Club – £5,000.00
  8. Union flags, named person – £17.76
  9. Grant, Formby Luncheon Club – £3,000.00

Total £14,757.42

It was resolved to make the payments as listed above.

103.0 The following reports were noted (circulated with the agenda):

  • Minutes of the Finance and General Purposes Group Meeting
  • Minutes of the Environment Group Meeting – Cllr Irving shared the drawings of the Chindit memorial with members.

104.0 Date of Next Meeting:

The next Ordinary meeting of Formby Parish Council will be held on Monday 20 April 2026, 7pm, at Formby Library, Duke Street, Formby.
