MINUTES OF THE ANNUAL MEETING

4 May 2021

This meeting was held online due to the covid-19 pandemic

Present: Councillors: Bob McCann (Chairman), Colin Appleton, Derek Baxter, Sandra Baxter, Maria Bennett, Dawn Brodie (item 3.0), David Dutton, Dave Irving, Yvonne Irving, Bernie Prescott, Carol Richards, Joe Riley, Mike Weild and Paul Wiencke.

In Attendance: Claire Jenkins (Clerk), Jill Hendry (Administrative Assistant) and 0 members of public

1.0 To elect a Chairman for 2021-22, the Clerk will arrange for the “Declaration of Acceptance of Office” to be signed

Nominations were received for Cllr McCann

It was resolved that Cllr McCann be elected as Chairman

As the meeting was held online, the Clerk will arrange for The Declaration of Acceptance of Office to be signed and witnessed by the Proper Officer.

2.0 To elect a Vice Chairman for 2021-22, the Clerk will arrange for the “Declaration of Acceptance of Office” to be signed

Nominations were received for Cllr Brodie

It was resolved that Cllr Brodie be elected as Vice Chairman

As the meeting was held online, the Clerk will arrange for The Declaration of Acceptance of Office to be signed and witnessed by the Proper Officer.

3.0 Apologies for Absence

There were apologies received from Cllr S McCann.

Members noted that Cllr S McCann is unlikely to attend meetings for a while due to illness.

It was resolved to approve a reason for absence for Cllr S McCann.

4.0 Members Declaration of Interest

There were no declarations of interest declared.

5.0 Public Forum

The meeting was adjourned for this item.

There were no members of the public in attendance.

The meeting was reconvened.

6.0 Minutes of the Previous Meeting

It was resolved that the minutes of the meeting held on 6 April 2021 were approved as a correct record. As the meeting was held online, the Clerk will arrange for the minutes to be signed.

7.0 Matters of Report from Previous Meeting

There were no matters of report from the previous meeting.

8.0 The Retiring Chairman’s Annual Report

Cllr McCann reported “It has been a very difficult year and we haven’t been able to do everything that we have wanted to do. We have done as much as we have been able to do due to the pandemic. Hopefully as lockdown eases, we can do more and make an impact on our village.

Thanks to Claire and Jill for their work throughout the past year.”

9.0 To Appoint representatives to the following External Bodies:

It was agreed to appoint Cllrs to the following external bodies:

Sefton Rights of Way Group – Cllrs Prescott and Weild

National Trust Stakeholder Meeting – Cllrs Appleton, D Irving, Y Irving, Richards, Riley and Weild

Beachsafe 2021 – Cllrs Prescott and Riley

Imagine Formby – Cllrs Brodie and Riley

10.0 To agree Cllrs roles in respect of:

Cllrs agreed to support the work of the Council as follows:

  • Finance and General Purposes Group

Cllrs Appleton, D. Baxter, Bennett, Brodie, D. Irving, Riley, Weild and Wiencke

  • Environment Group

Cllrs Appleton, D Baxter, S Baxter, Bennett, Y. Irving, Prescott, Richards, Riley, Weild and Wiencke

  • Planning and Licensing

Cllrs D. Baxter and D. Irving

All Cllrs have an invitation to attend all the meetings, which are not restricted to the core group.

11.0 Annual Return

11.1 To receive the Internal Auditors Report

It was resolved to approve the Internal Auditors Report

11.2 To approve the annual governance statement section 1

Cllrs answered yes to questions 1-8 (question 9 not applicable) detailed on the governance statement and this was recorded on the Annual Return, which will be published on the website.

It was resolved that the governance statement section 1 be approved. As the meeting was held online, the Clerk will arrange for it to be signed by the Chairman.

11.3 To approve the accounting statements section 2

It was resolved that the accounting statements section 2 be approved. As the meeting was held online, the Clerk will arrange for it to be signed by the Chairman.

11.4 To note the dates set for the exercise of public rights: 7 June to 16 July 2021

Cllrs noted the dates set for the exercise of public rights.

12.0 Planning Applications

Members discussed the planning applications on Sefton’s weekly list and noted the following:

12.1 1 Heather Close – change of use application for land at the side of the property. This has been withdrawn.

12.2 Mayfield Manor – application for the erection of an illuminated sign

13.0 Payments

Total £2,511.92

It was resolved to make the payments as listed above.

15.0 Date of Next Meeting:

The next Ordinary meeting of Formby Parish Council will be held on Tuesday 25 May 2021 at 7pm, Formby Library, Duke Street, Formby. The meeting will take place in the children’s room at the rear of the library. Cllrs will be asked to wear masks and members of the public will be asked to stand outside in the library garden with the patio doors open to allow them to hear and speak during the public forum.
