MINUTES OF THE MEETING

14 April 2025

Present: Maria Bennett (Chairman), Colin Appleton, Derek Baxter, Sandra Baxter, Dawn Brodie, Luke Brodie, Jill Butler, Dave Irving, Yvonne Irving, Mike Weild and Paul Wiencke

In Attendance: Claire Jenkins (Clerk) and 0 members of the public.

107.0 Apologies for Absence

There were apologies received from Cllrs Cavanagh, Hunt, Millington, and Riley.

108.0 Members Declaration of Interest

108.1 There were no declarations of interest.

109.0 Public Forum

The meeting was adjourned for this item.

There were no members of the public in attendance.

110.0 Minutes of the Previous Meeting

110.1 Minutes of the Ordinary meeting held on 17 March 2025

It was resolved that the minutes of the meeting held on 17 March 2025 were approved as a correct record and signed by the Chairman.

111.0 Matters of Report from Previous Meeting

It was noted that the Parish Council have not yet sent a response to Sefton Planning for the employment site application.

The Clerk will follow up with the consultants who are preparing the Drainage Report for the response to the application for the employment site development.

112.0 Chairman’s Report

The Chairman reported that it has been a quiet month but that preparations are underway for the VE Day 80 events to be held in May.

113.0 Planning Applications

Members noted the following:

113.1 65 Kirklake Road – application for a modern house with a flat roof to replace the older style house.

113.2 9 Green Lane – application for removal of existing timber doors for metal doors on shop front.

113.3 The application for the old Toilet Block conversion to a community hub in Furness Avenue carpark has been approved.

114.0 To Discuss and Resolve

114.1 To approve a budget for a self-closing gate for the Platinum Jubilee Park

Members discussed the idea of a self-closing gate. It was noted that this land was saved from development and turned into a public park for the community to enjoy. A number of arguments for and against the proposal were made including: making this an enclosed area so that dogs don’t run out onto the road; maintaining easy access for disabled residents who would find it difficult to open a gate; keeping in line with other parks in the area that have open access; in accordance with Sefton Councils dog control policy all dogs must be kept under close control and/or on a lead, this is not an area for dogs running around chasing balls so there should be no danger of a dog running out on the road; having a gate may result in some dogs running around which would result in dog mess not being picked up, destroy the planting and make the park unusable for non-dog owners.

It was resolved to not approve a budget for a self-closing gate.

114.2 To approve the quote to remove the box plants from the large cast iron planters and replace with yew plants, to include replacement compost and labour.

It was resolved to approve the quote of £840 plus vat to remove the box plants in the Autumn and plant them in the roundabout either on Duke Street or Cross Green.

114.3 To note the purchase of a Royal British Legion unknown soldier “Tommy” statue at a cost of £175 plus delivery (Finance minutes refer)

Members noted the purchase of the statue to be used for the VE Day events.

Total £7,302.33

It was resolved to make the payments as listed above.
