MINUTES OF THE MEETING

17 February 2025

Present: Maria Bennett (Chairman), Colin Appleton, Derek Baxter, Sandra Baxter, Dawn Brodie, Luke Brodie, Jill Butler, Karen Cavanagh, Dave Irving, Yvonne Irving, Joe Riley and Mike Weild

In Attendance: Claire Jenkins (Clerk) and 0 members of the public

85.0 Apologies for Absence

There were apologies received from Cllrs Hunt, Millington and Wiencke.

86.0 Members Declaration of Interest

86.1 There were no declarations of interest.

The meeting was adjourned for this item.

88.0 Minutes of the Previous Meeting

88.1 Minutes of the Ordinary meeting held on 20 January 2025

It was resolved that the minutes of the meeting held on 20 January 2025 were approved as a correct record and signed by the Chairman.

89.0 Matters of Report from Previous Meeting

There were no matters of report.

90.0 Chairman’s Report

The Chairman mentioned that plans were underway for the 80th anniversary VE Day celebrations in May.

91.0 Planning Applications

Members noted the following:

91.1 Site of 5 Marsh Brows a revised application has been submitted to reduce the size of the apartments.

91.2 Land at side of 20 Wicks Crescent, application for a house to be built in the garden.

91.3 11 Derby Road, application for a house to be built in the garden.

91.4 Cllr Irving reported a total of 332 windfall houses have been built with a potential of another 54 houses on the Liverpool Road site, with planning permission granted during the Local Plan period to date.

92.0 To Discuss and Resolve

92.1 To approve the opening of an Instant Access Savings Account with Unity Trust Bank (Finance minutes and FPC minute 70.4 refer).

It was resolved to approve opening of an Instant Access Savings Account with Unity Trust Bank.

92.2 To approve an earmarked reserve of £20,000 for a community centre project (Finance minutes and FPC minute 81.3 refer).

92.3 To note the quote accepted of £2,983 plus vat for the review of the surface water and flood mitigation for the site of the proposed employment park (Finance minutes and FPC minute 80.5 refer).

92.4 To determine and approve the proposals for VE Day 80 anniversary celebrations (Finance minutes refer).

Members discussed

  • holding a tea dance at the Gild Hall to take place on VE Day, Thursday 8th May during the afternoon, to include serving sandwiches, cakes, tea and coffee, the event would be a free ticketed event.
  • a family picnic on Sunday 11th May at the Platinum Jubilee Park with groups/singers performing songs from the era. Refreshments would be sold from Formby Little Theatre and toilet facilities would be available.
  • Members looked at a pamphlet of pictures of VE Day celebrations held for the 50th anniversary in Formby and which was republished again for the 75th anniversary (during the Covid lockdown). The author has said we can have the rights to this to use/amend to publish our own pamphlet for the 80th It will cost approximately £920 for 500 copies.

Members decided that the Parish Council should publish a pamphlet for the 80th anniversary and sell these at the events for £1 to reduce the print cost.

It was resolved to approve both events and to commission a pamphlet for the 80th VE Day Celebrations. Members agreed a budget of £3,000.

93.0 Payments

  1. employer expenses – £1,879.62
  2. Office lease, Sefton MBC – £291.66
  3. Office phone and broadband, BT – £73.14
  4. Grant, Formby Civic Society – £5,000.00
  5. Donation, Formby Methodist Church – £75.00

Total – £8,396.42

Members agreed to give a donation of £75 to Formby Methodist Church for the use of the church to pack the Christmas Hampers.

It was resolved to make the payments as listed above.

95.0 Date of Next Meeting:

The next Ordinary meeting of Formby Parish Council will be held on Monday 17 March 2025, 7pm, at Formby Library, Duke Street, Formby.
