MINUTES OF THE MEETING
21 October 2024
Present: Maria Bennett (Chairman), Colin Appleton, Derek Baxter, Sandra Baxter, Dawn Brodie, Fraser Hunt, Dave Irving, Yvonne Irving, Joe Riley, Mike Weild and Paul Wiencke.
In Attendance: Claire Jenkins (Clerk) and 0 members of the public.
52.0 Apologies for Absence
There were apologies received from councillors J Butler, L Brodie, K Cavanagh and P Millington.
53.0 Members Declaration of Interest

The meeting was adjourned for this item.

55.0 Minutes of the Previous Meeting
55.1 Minutes of the Ordinary meeting held on 16 September 2024
It was resolved that the minutes of the meeting held on 16 September 2024 were approved as a correct record and signed by the Chairman.
56.0 Matters of Report from Previous Meeting
There were no matters of report.
57.0 Chairman’s Report
The Chairman reported that the Pride of Formby Awards were held on 4th October. The event went very well, and everyone enjoyed themselves and the Chairman expressed thanks to Claire and Jill for organising the evening and to Claire’s husband for helping set up the buffet. The Vice Chairman expressed the Council’s thanks to the Chairman for doing the catering.
The Christmas Lights Switch on will be on Thursday 21st November. Volunteers were asked to help out with the event on the night.
The Chairman will be in attendance at the Remembrance Service and all Cllrs are welcome to attend.
The Christmas Hampers will be organised in December and sent to the school children before the Christmas break. Volunteers are needed to help pack the hampers and deliver them to the schools.
58.0 Planning Applications
Members noted the following:
58.1 Land near Harebell Close – application for 2 houses to be built on the land instead of 1.
58.2 Formby Little Theatre – application to build larger storage building.
58.3 Brackenway Site – need to check when the outline planning permission was granted as this may be out of date now.
58.4 Cllr Irving reported a total of 391 Windfall houses built/or planning permission granted during the Local Plan period to date.
59.0 To Discuss and Resolve
59.1 To approve the earmarked budget of £30,000 for the proposed installation of a fence along the inside of the hedgerow of Duke Street Park.
It was resolved approve the earmarked budget of £30,000 for the proposed installation of a fence along the inside of the hedgerow of Duke Street Park.
59.2 To approve the cost for a consultation of residents for the proposed installation of a fence at Duke Street Park.
Members discussed how to consult the residents for the proposed fence installation and it was agreed to form a working group to discuss the best way forward.
59.3 To approve a contribution of £10,000 for the removal of the mounds around the old toilet block in Duke Street Park and the re-surfacing of the tennis courts.
It was resolved not to approve a contribution of £10,000 towards the removal of the mounds and resurfacing of the tennis courts.
59.4 To note the cost of a 25’ Christmas tree which is £1,260 plus vat to include delivery, installation and removal, an increase of £221 over the estimate.
It was resolved to approve the cost of the Christmas tree of £1,260 plus vat.
59.5 To consider whether to support the resident’s petition for a minor injuries clinic to be established in Formby.
Members discussed the petition.
It was resolved to not support the petition for a minor injuries unit in Formby, but Cllrs are happy to have further discussions with the resident about the direction of healthcare in the area. It was noted that a Minor Injury Unit offers an alternative to attending an Accident and Emergency department for people who have sustained a minor injury. Minor injuries include cuts, grazes, superficial burns, broken bones, sprains and strains, minor head injuries and minor eye injuries. Usually, minor injuries will be treated quicker at an MIU than in A&E. This type of facility is usually hospital based due to the need for investigative equipment such as x -rays. The clinic at Phillips Lane could not accommodate this due to the size of the building and the amount of parking available.
Members agreed that there needs to be an extension of health care facilities for things such as dressings, as detailed in the resident’s letter and that they would support a petition to have additional community facilities to support existing services and agreed that primary care in Formby needs to be expanded.
59.6 Pursuant to Section 1(2) of the Public Bodies (admission to meetings) Act 1960 it is resolved that because of the confidential nature of the business to be transacted, the public and press leave the meeting during consideration of item 59.7
59.7 To receive quotes and appoint a grounds maintenance contractor for the roundabouts for the period 1 April 2025 to 31 March 2028.
It was resolved to appoint JC Landscape and Horticulture for the grounds maintenance contract of the roundabouts in the Formby for the period of 1 April 2025 to 31 March 2028.
