MINUTES OF MEETING
Present: Maria Bennett (Chairman), Derek Baxter, Sandra Baxter, Dawn Brodie, Luke Brodie, Dave Irving, Yvonne Irving and Mike Weild.
In Attendance: Claire Jenkins (Clerk) and 0 members of the public.
104.0 Apologies for Absence
There were apologies received from Cllrs Butler, Cavanagh, Duerdon, Haygarth, Mercer, Prescott and Richards.
105.0 Members Declaration of Interest
105.1 There were no declarations of interest.

The meeting was adjourned for this item.

107.0 Minutes of the Previous Meeting
107.1 Minutes of the Ordinary meeting held on 18 March 2024
It was resolved that the minutes of the meeting held on 18 March 2024 were approved as a correct record and signed by the Chairman.
108.0 Matters of Report from Previous Meeting
Minute 99.1 Morris Homes application
It was noted that a letter had been sent to the Head of Planning requesting for this to be called in due to exceptional circumstances.
109.0 Chairman’s Report
There was no Chairman’s report.
110.0 Planning Applications
110.1 Morris Homes application for discharge of conditions – it was noted that an objection from the Parish Council had been submitted.
110.2 Padel Court – it was noted that the application for a padel court at the Formby Village Sports Club, Rosemary Lane has been approved subject to the following conditions:
- a) Following the installation of the padel tennis court and associated structures and prior to the commencement of use of the court (other than that required for the undertaking of the survey) a verification survey must be undertaken in line with the measures set out within Section 5.2 of the approved Acoustic Assessment and a copy must be submitted to the Local Planning Authority for approval. b) If the verification survey in (a) above demonstrates that the noise from the use of the padel court would exceed the results within Tables 4.2 and 4.3 of the approved Acoustic Assessment then a mitigation scheme must be submitted to and approved by the Local Planning Authority prior to the commencement of use of the court (other than that required for surveying and/or considering mitigation). c) The mitigation scheme required under (b) above must be installed prior to the commencement of use of the padel court and maintained as such thereafter for the duration of the use. Reason: To ensure no adverse noise impacts on neighbouring residential properties.
110.3 82 Freshfield Road – Cllr Irving reported that he submitted an objection to the placement of the heating pump close to the neighbouring property and is awaiting a response from the enforcement officer.
111.0 To discuss and approve the following.
111.1 To approve the submission of a request to Sefton MBC for a lease on the land at the Professional Development Centre Park Road, to be maintained by the Parish Council as a playing field. Finance minutes refer.
It was resolved to approve the submission request for a lease on the land at the Professional Development Centre.
111.2 To approve the Risk Assessment for 2024-25.
It was resolved to approve the Risk Assessment.
111.3 To receive the programme of meetings for 2024-25.
Members noted the dates for the future meetings.
112.0 Payments

Total – £15,318.06
It was resolved to make the payments as listed above.

114.0 Date of Next Meeting:
The Annual meeting of Formby Parish Council will be held on Monday 13 May 2024, immediately following the Annual Parish Meeting to be held at 7pm, at Formby Library, Duke Street, Formby.
